Since its insertion PROGRAMA FUTURO has reached 600, mainly Latino, families, for a total population of 1400 adults and 1800 children (3200 individuals), through the promotion of local education achievement projects (projects include workshops, tutoring, mentoring, festival education stands, education call centers and others) in northern California. PROGRAMA FUTURO has trained and coordinated a multidisciplinary team of professionals to increase offer of tailor-made bilingual workshops.   

This document is presented to the Government of California as part of a petition to acquire exempt status.

EXECUTIVE SUMMARY

·       The organization: Primero Justicia International

-        Primero Justicia International: is a corporation organized under the Nonprofit Public Benefit Corporation Law.

-        The goals of Primero Justicia International include:  promote advancement and take positive action to further international justice through online networks aiming to develop and strengthen the system of international justice, through assistance services to international communities and the promotion of a global sustainable development for all.

-        Divisions: Human Rights and the International Justice System; Democracy and Election Monitoring; Environment; Assistance Services for International Communities (ASIC) in education (Programa Futuro), legal, communication and others.

·       The project: Programa Futuro Online

-        Programa Futuro Online:  is an education-assistance program promoted by Primero Justicia International, which aims to reduce the educational achievement gap between the Latino immigrant community and the rest of the population in the United States. Programa Futuro Online is a complementary program to on the field educational intervention program for bilingual populations.

-        Programa Futuro Online’s goal is to increase educational expectations, assist with High School graduation and college planning, and to create a positive attitude in students and families that allows them to pursue education as a way to improve their lives. 

-        Results: PROGRAMA FUTURO online has collaborated with experimental ad-honorem pilot projects reaching around 350 students (projects include workshops, tutoring, mentoring online learning system) in northern California.

·       Programa Futuro Online 2009-10 Expansion project:

-        Goal of the project: The projects aims could be established in two folds:

▪       Goal A: To be able to assist 5 schools per academic year in California.

▪       Goal B: To begin full operation of tutoring activities using an ESL Online Learning system in the schools assisted in goal A.

-        The project budgeting:

▪       For goal A: From previous experience we estimate that the average cost of an Education Achievement Project is a minimum of $ 1,800 in the State of California.

·       Cost of 5 projects in California: $ 9,000

▪       For goal B: Data consulted suggested an average price for a subscription to an ESL online learning system ESL-OLS (in bulk) of around 5 dollars per student per month. We assume 50 students maximum (10 per school) for:

·       Cost of 3 months ESL in 5 schools:           $ 750

▪       Grant total: The total budget for the project is  $   9,750

·       Funding:

-        Current funding situation: up to the present clients has contracted the services of Fundacion Justicia International providing resources for the development of the education achievement projects, however the economic and budget crisis in California is making this pay-for-services approach more difficult.  The projections for 2009 are very poor, so we will turn to grants in order to generate funding for our projects. 

-        R&TC 23701d/ IRS 501(c)(3) status and Future funding: we are hoping to be able to get grants and donations to fund the $ 9750 for our expansion project.  We already have some promises for donations, but potential donors will not proceed until our organization gets the recognition as a tax-exempt entity by the Internal Revenue Service/Government of California. This is why we need an urgent approval of our R&TC 23701d and 501(c) (3) (we have applied to this last one already)

-        Potential sources of donations and grants: we have plans to promote our PROGRAMA FUTURO ONLINE among entrepreneurs belonging to Hispanic Chambers of Commerce in California.  We hope to be able to apply for a grant from the Silicon Valley Community Foundation (RFP due date 6/30/09).

Proposal Presentation Document

Following we present a proposal that outline Fundacion Justicia International’s project to expand its educational program: Programa Futuro Online. In order to achieve this goal we will firstly introduce briefly our organization.  Second, we will describe our education program in terms of its goals and features.  The third section of this document describes our vision for the expansion of this so crucial program to satisfy the demands of an increasingly multi-cultural, multi-lingual, international, California.  The last section of this document presents the alternative fundraising approaches in order to obtain the necessary resources to be able to accomplish the goals of the expansion project.  This document is presented to the GOVERNMENT OF CALIFORNIA as part of a petition to acquire for exemption from California income or franchise taxes.

 

The Organization: Fundacion Justicia International

Fundacion Justicia International: (formerly Fundacion Justicia Internacional) is a corporation organized under the Nonprofit Public Benefit Corporation Law.

The goals of FUNDACION JUSTICIA INTERNATIONAL include:  promote advancement and take positive action to further international justice through contributions aiming to develop and strengthen the system of international justice, through assistance services to international communities and the promotion of a global sustainable development for all.

The specific goals of Fundacion Justicia International are to:

 

·       Promote dialogue and understanding among diverse groups to encourage nonviolent resolution of conflicts and peace within particular nations and throughout the international community.

·       Raise public awareness of, and take positive action to further international justice particularly with respect to: (1) the treatment and well-being of migrant, immigrant and cross-national mobile populations; (2) the defense of human rights and democracy, and (3) development of a system of international justice.

·       Support and engage in education, research, publication, and advanced study of international justice, distributive justice, development, and other subjects to contribute to peace, justice and well-being among nations and peoples of the world.

·       Provide diverse services (e.g. education, health, labor, immigration, legal) to migrant, immigrant, cross-national mobile populations and others requiring protection of international law (including refugees, asylees, displaced persons, etc.)

The Project: Programa Futuro Online

Programa Futuro Online is a program promoted by Fundacion Justicia International, a non-profit organization, which aims to reduce the educational achievement gap between the Latino community and the rest of the population in the United States.  We are a group of bilingual professionals, highly qualified and with first-hand experience in workshops, discussion groups, training, and organization of initiatives with and for the community.

 

Programa Futuro Online is present in California, particularly in those cities with a large Latino population.  Through this program, we offer a wide variety of courses and seminars for parents and students in Spanish.  Our objective is to increase educational expectations, assist with High School graduation, avoid undesirable dropouts, and affirm a culture of achievement in terms of a family’s educational aspirations.

 

Programa Futuro Online’s main goal is to create a positive attitude in students and families that allows them to pursue education as a way to improve their lives.  We recognize that the participation of the whole family is fundamental in achieving such an objective.

 

Main Features of Programa Futuro Online:

 

• Promoting parent/student involvement, participation, and leadership

• Facilitating participatory workshops customized to sponsors’ and communities’ needs

• Promoting a variety of themes through high-level multilingual professionals with experience on migrant/immigrant education issues

• Focusing on the challenge of culture (biculturation) as a central issue for the migrant/immigrant family

• Counseling and tutoring for students utilizing a peer-to-peer cooperative approach

• Implementing procedures to encourage high turn-out and retention of program participants

• Cooperating with sponsoring educational agencies for evaluation and follow-up outcome tracking

 

As a group of professionals we are hoping to offer tailor-made workshops and educational assistance programs that will enable us to respond to the needs and goals of the community we serve.

•    Latino Student Achievement Program Workshop: Migrant Education Program - Cabrillo Unified School District

•    Health and Wellness Workshop:  Migrant Education Program Livermore Joined Unified School District

•    Parent Involvement, College Success and the Education System in America: promoted by the MEP Region 1 Northern California at Emmanuelle Elementary School -Union City, California

•    Parent Involvement, College Success and the Education System in America:  promoted by the MEP Region 1 Northern California at Longwood Elementary School - Hayward Unified School District, California

•    Parent Involvement, College Success and the Education System in America:  promoted by the MEP Region 1 Northern California at Brier Elementary School - Fremont Unified School District, California

•    Mentoring and Tutoring Program: 3 years program for students of the Migrant Education Program, at Newcomer High School, San Francisco Unified School District, California

•    Influencing with Integrity Communication Workshop for the Migrant Education Program coordinators of the Santa Clara Office of Education, California

•   Panita program: Developed a special project to accelerated English learning through the use of music and other media for recently arrived migrant students at the Newcomer High School, San Francisco, California

Programa Futuro Online 2009-10 Expansion Project

After working for two years promoting education achievement projects in northern California, Fundacion Justicia International is now involved in restructuring and expanding its activities and sources of income.  This is the reason why we have launched the “Programa Futuro Online 2009-10 Expansion Project”

Goals of the expansion project: The aims of the “Programa Futuro Online 2009 Expansion Project” could be established in two folds:

▪                                                        Goal A: To be able to assist 5 schools per academic year in California (to recovery from the lost of projects as compare to previous years).

▪                                                        Goal B: To begin tutoring activities using an ESL Online Learning system in the schools assisted in goal A.

Goal A: To be able to reach a total of 5 schools assisted per school year in California. In the past, Programa Futuro promoted around 6 programs per year, using resources provide by clients through organization-to-organization contracts.  Today the numbers of programs has been reduced significantly, given the budgetary cuts in education in the State of California. This current year not contracts have been started yet.  To achieve a total of 5 school projects this coming school year, Fundacion Justicia International is currently working in applications for grants from several sources, and promote support from directs donors to assure the financial resources required to achieve such a goal.

Goal B: To bring to full operation the ESL (English as a Second Language) Online Learning System through the consolidation of projects in those school districts where Programa Futuro Online will be assisting the migrant population. This goal aims to offer a cost effective system to help students and families to be successful in their insertion to the educational system in the U.S. through their English language development. It is important to emphasize that the Online Learning System is only a complement to the activities of tutors and mentors at locations.

The project budgeting:

The following is a brief description of the components and cost details of the expansion project for the beginning of the 2009-10 academic year (tax year 2009, first quarter of the academic year).  The analysis is divided by goal:The expansion of Programa Futuro on the field (goal A) and the expansion of the operation of  the ESL (English as a Second Language) Online Learning System – OLS (goal B):

For goal A: From previous experience we estimate that the average cost of an Education Achievement Projects is $ 1,800 in the State of California.

Cost of 5 projects in California: $ 9,000

Total goal A:                                                    $ 9,000

For goal B: Data consulted suggested an average price for a subscription to a ESL online learning system ESL-OLS (in bulk) of around 5 dollars per student per month. We assume 50 students maximum (10 per school) for an initial project from October to December of 2009. This implies:

Cost of 50 students subscribed to the ESL-OLS 3 months:           $ 750

Total goal B:                                                   $ 750

Grant total: The total budget for the project is  $ 9,750

Funding

Current funding situation: up to the present clients has contracted the services of Fundacion Justicia International providing resources for the development of the education achievement projects. However, this funding is not enough to satisfy the urgent need to expand Programa Futuro to more schools in California and in other states.  Income for 2008 came primarily for tutoring and communication services for non-profit organizations and education and health workers to train them to communicate with the immigrant population (Panas Program: Spanish Tutoring). Previous years, our services went directly to schools that work with immigrant populations.

Tax-exempt status and future funding: we are hoping to be able to get donations and grants to cover for the 9,750$ required for our expansion project.  We already have some promises for modest donations but potential donors will not proceed until our organization gets the recognition as tax-exempt entity.  This document is presented to the Government of California as part of our petition to acquire tax-exempt status.  We have been waiting for federal 501 (c) (3) approval for 2 years, but for reasons not condonable to us, we have not receive yet.  We hope an expedite approval of our petition from the Government of California.

Potential sources of donations: we have plans to promote our PROGRAMA FUTURO among entrepreneurs belonging to Hispanic Chambers of Commerce through California.  We are currently registered to apply for a grant from the Silicon Valley Community Foundation, that specialize in the funding of programs similar to Programa Futuro. The dateline to acquire the exempt status for the Silicon Valley application is June 30th.  We hope this is consider a good reason to grant an expedite approval process of our exempt status.
